gitea_admin c18e3db3a7 feat: add ArgoCD Application and k8s manifests for frontend 
- application.yaml: ArgoCD Application resource (manual sync for now,
  same pattern as nextgen-be)
- manifests/: namespace, deployment, service, ingress
